My character is an Outcast shinigami, currently seated at the rank of Lower outcast, who would like to, and has met the RP points requirements to, be upgraded to the rank of Average outcast.

you only have 22 points... but since this is your secondary I'll allow it, unless Hei objects.

i know i only have 22 but since he hasnt said we are going back to old rules, i'm going by what were were doing
